Heather Roff on the Responsibility to Protect
“Syria and Libya are just fundamentally different both operationally as well as politically,” Dr Heather Roff Perkins (Visiting Professor at the Josef Korbel School of International Studies, University of Denver) answers in response to War and Peace Talk asking why R2P has not led to an intervention in Syria.
Dr Roff also discusses the conceptual origin of the Responsibility to Protect (R2P). She stresses that R2P is a novel concept in that it embodies a strong commitment to human rights, as well as an acknowledgement that borders are not ‘the total game’.
Dr Roff partook in a two-day conference titled ‘The Responsibility to Protect and the Prevention of Mass Atrocoties’ hosted by The Hague Institute for Global Justice on 22 October 2014.
